11月7日，《取消外国公文书认证要求的公约》在我国生效实施。上午，《取消外国公文书认证要求的公约》生效实施暨附加证明书深圳地区首发仪式在深圳市市民中心举行。深圳市委外办、市贸促委主要领导出席首发仪式，并为中兴通讯、迈瑞医疗公司代表颁发深圳地区首份民事及商事附加证明书。

The Convention Abolishing the Requirement of Legalisation for Foreign Public Documents came into effect in China on November 7. A ceremony marking the event and the launch of apostilles in Shenzhen was held on the morning of the day at the Shenzhen Civic Center. The main leaders of the Office of Foreign Affairs Committee of the CPC Shenzhen Municipal Committee and CCPIT Shenzhen attended the launch ceremony and issued the first civil and commercial apostilles in Shenzhen to representatives of ZTE and Mindray Medical.

《取消外国公文书认证要求的公约》在我国生效实施后，缔约国间办理文书流转手续时间平均减少约90%，预计每年可为中外人员及企业节省3亿多元人民币办证费用，有助于深圳进一步巩固市场环境的规范化管理，降低企业跨国交易的经济成本和法律风险，为打造更加成熟、规范和法治化的营商环境提供有力支持。

After the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents comes into effect in China, the time for document transfer procedures between contracting countries will be reduced by about 90% on average. It is expected to save more than 300 million yuan in certification fees for Chinese and foreign personnel and enterprises every year, which will help Shenzhen further consolidate its standardized management of the market environment, reduce the economic costs and legal risks of cross-border transactions for enterprises, and provide strong support for creating a more mature and standardized business environment that is based on the rule of law.

为做好《公约》履约工作，市贸促委与市委外办加强联动，打通业务链条，推动“服务前移”，通过“贸促行”系统对企业资料进行在线预审，实现申请、出证、查询等业务在线办理，切实推进“只进一扇门、只到一个窗、最多跑一次、一次办成事”服务举措，实现证书签发“无缝衔接”和“闭环管理”。自此，深圳市民和企业无需再往返广州领事馆，在深圳即可实时完成相关文件办理，为企业带来实实在在的便利和效益。

In order to implement the convention well, CCPIT Shenzhen has strengthened its linkage with the Office of Foreign Affairs Committee of the CPC Shenzhen Municipal Committee, linked up its work procedures, promoted “forward service,” and conducted online pre-examination of corporate information through the trade promotion system to ensure that the application, certificate issuance, inquiries and other services are handled online. The service measures of “entering only one gate, going to only one window, coming to the site once at most, and getting things done in one go” have been implemented, and the “seamless connection” and “closed-loop management” of certificate issuance have been achieved. Shenzhen citizens and enterprises no longer need to travel to the consulates in Guangzhou, and can complete relevant document processing in Shenzhen in real time, bringing real convenience and benefits to enterprises.

为全力做好《公约》履约工作，“贸促行”系统在原有基础上新开发的用于申请附加证明书的相关模块已正式上线，实现了附加证明书的数据闭环管理。10月31日，2023年贸促系统商事证明暨附加证明书专题培训会在深圳顺利举行，外交部领事司及中国贸促会贸易推广交流中心的专家为31家地方贸促机构及深圳市人民政府外事办公室的180余名代表就履约内容进行授课，全力做好履约工作。

In order to fully implement the convention, the module for applying for apostilles, newly developed on the basis of the trade promotion system, has been officially launched, realizing closed-loop data management of apostilles. On October 31, the “2023 Special Training Seminar on Commercial Certificates and Apostilles for the Trade Promotion System” was successfully held in Shenzhen. Experts from the Consular Department of the Ministry of Foreign Affairs and the Trade Promotion and Exchange Center of the China Council for the Promotion of International Trade (CCPIT) gave lectures on implementing the convention to more than 180 representatives from 31 local trade promotion agencies and the Foreign Affairs Office of the Shenzhen Municipal People’s Government, making every effort to do a good job in the implementation of the convention.

下一步，深圳市贸促委将抓住《公约》生效实施契机，发挥联通政企、融通内外、畅通供需的作用，与市委外办密切配合，以履约工作为新的历史起点，以签发附加证明书认可的商事证明书为着力点，为企业开展国际化经营提供更加优质高效的商事法律服务支持，助力打造法治化营商环境，助推深圳外向型经济高质量发展。

In the next step, CCPIT Shenzhen will seize the opportunity of the convention’s entry into force and implementation, and play a role in connecting government and enterprises, integrating domestic and overseas affairs, and smoothing supply and demand. Working closely with the Office of Foreign Affairs Committee of the CPC Shenzhen Municipal Committee, CCPIT Shenzhen will take the convention’s implementation as a new historical starting point, focus on the issuance of commercial certificates recognized by apostilles, provide more high-quality and more efficient commercial legal service support for enterprises to carry out international operations, help create a business environment based on the rule of law, and boost the high-quality development of Shenzhen’s export-oriented economy.
